The DD Form 1391 is one of the DoD’s most powerful facility-related tools. It’s used by the DoD to submit project requirements and justification in support of funding requests for Military Construction (MILCON) and large Sustainment, Restoration, and Modernization (SRM) projects. For MILCON projects, once Congress enacts a 1391, it becomes law.
