The DD Form 1391 is one of the DoD’s most powerful facility-related tools. It is used to submit project requirements and justification in support of funding requests for Military Construction (MILCON) and Sustainment, Restoration, and Modernization (SRM) projects >$1.5 million. For MILCON projects, once Congress enacts a 1391, it becomes law! Therefore, if you are currently working in or for the DoD or pursuing future work with them, it’s important to have an understanding of what a DD Form 1391 is, how it’s used, and what actions it prompts.
