The DD Form 1391 (1391) package is used by the Department of Defense (DoD) to submit project requirements and justification in support of funding requests for Military Construction (MILCON) and large Sustainment, Restoration, and Modernization (SRM) projects. The package includes a description of the project, a construction cost, detailed project justification, and other supporting documentation (e.g., requirements document, site plan, economic analysis, equipment list, and photographs). It is typically prepared years in advance of the budget year and undergoes a myriad of reviews as the project is ranked and prioritized prior to funding. With this level of scrutiny, the planning package must be clear, concise, and complete and a familiarity with the various requirements and planning and programming process is a must.
